Pathways to Excellence helps Community Action Agencies strengthen performance, align systems, and build long-term sustainability. Grounded in the Standards of Excellence, the program supports agencies in embedding continuous quality improvement into day-to-day operations.
Standards of Excellence
Based on the Community Action Standards of Excellence, a comprehensive framework that defines best practices across leadership, strategic planning, customer service, measurement and analysis, performance management, human resources, organizational processes, and results.
Hall of Excellence
The Pathways Hall of Excellence recognizes Community Action Agencies that have taken meaningful steps to strengthen how they operate, align their systems, and advance continuous quality improvement.

SILVER TIER (Deadline: July 24, 2026): Join a collaborative learning cohort, complete Implementer Training, and execute an abbreviated self-assessment.
GOLD TIER (Deadline: July 24, 2026): Engage in peer-cohort learning and conduct a comprehensive self-assessment against the full Standards of Excellence.
PLATINUM TIER (Open Year-Round): Lead a self-driven full self-study, culminating in a rigorous peer-led onsite review to earn the prestigious Award for Excellence.
