THE WEATHERIZATION MISSION

The Weatherization Assistance Program reduces energy costs for low-income households by increasing the energy efficiency of their homes, while ensuring their health and safety. The program supports 8,500 jobs and provides weatherization services to approximately 32,000 homes every year using Department of Energy (DOE) funds.

ABOUT US

The Energy Partnerships Project is funded by the Department of Energy, Office of State and Community Energy Programs. Our goal is to support the network of local Weatherization Assistance Program (WAP) organizations. The project team assists subgrantees and their associations in identifying and developing partnerships and programs to expand their federally-funded services.

May 14 – May 15:  Maryland Community Action Partnership Peer Summit                                                                                              Oxon Hill, MD

The 2026 MCAP Peer Summit is a three-phase experience designed to bring Community Action professionals together across roles, programs, and agencies. From executive leaders to frontline staff, fiscal officers to performance managers, participants gather to learn from their peers, deepen their work, and build meaningful professional community. More than a traditional conference, this experience is designed to extend impact beyond the event through continued connection and collaboration. Peer groups are guided by experienced facilitators, blending peer learning with expert insight.

May 19 – May 21:  Missouri Community Action State Conference                                                                                                               Kansas City, MO

The Annual Conference is a place for Missouri’s Community Action Network to gather, learn, and connect with national experts, key statewide leaders, and peers within Missouri. This year’s conference spark new ideas, lift solutions that work in communities, and inspire us to go boldly forward. This conference offers tailored training content for Boards and Policy Councils, Leadership teams, program directors, direct staff, and Head Start staff.

July 7 – July 10:  Indiana Community Action State Conference                                                                                                                French Lick, IN 

The conference agenda is designed to appeal to a wide range of Community Action employees so we hope each Indiana CAA will send large groups of representatives.

July 13 – July 18: Georgia Community Action State Conference                                                                                                               Savannah, GA

The Georgia Community Action Association invites you to their Annual TTA Conference. With its theme of “Empowering Communities: A Path to Health, Wellness, and Social Impact,” the conference promises to be a transformative experience for all attendees. This year, GCAA offers comprehensive training and technical assistance (TTA) sessions designed for all staff, including frontline workers, case managers, HR personnel, Fiscal and program staff such as those in Head Start, Weatherization, DDDRP, and Workforce Development. The program extends to network board members and other stakeholders, ensuring every facet of our community receives valuable insights and support. Learn more HERE.

August 18 – August 21: Energy Out West Conference                                                                                                                                 Phoenix, AZ

Energy OutWest, Inc. (EOW) is an independent, nonprofit charitable organization (501c3) devoted to the promotion and advancement of the technical capacity of the region’s energy and environmental services network through education and training in energy conservation, renewable practices, and technologies. Energy OutWest organizes and delivers a regional conference that features the latest technical and organizational advances in the weatherization profession. Register HERE!

August 31 – September 4: NCAP Annual Convention                                                                                                                                   St. Louis, MO

Community Action Agencies in attendance at NCAP’s Annual Convention will have the opportunity to learn from their peers’ innovative efforts and receive updates on the latest federal standards.  The Convention acts as a learning hub to share approaches and access proven strategies to move families and communities forward – with topics ranging from education to job training that assists the whole family to advance together. May 20 – October 21 NASCSP Weatherization Workforce Office Hours                                                                                                             Virtual 
Drop in each month for interactive office hours focused on workforce development in the Weatherization Assistance Program, featuring a tentative training topic, open discussion, and Q&A with national partners, training providers, and guest speakers. These sessions are designed for WAP Grantees and Subgrantees to explore workforce challenges, share strategies, and connect with peers across the network. Register HERE.

Now more than ever, funders and policymakers in your community must understand the tremendous value of home Weatherization to the American people. The Energy Partnerships Team has several campaigns to tell your local stories, share impact data, and showcase partnerships that move the mission forward. In its third year, NCAP’s Faces of Weatherization Campaign is a way to personalize and promote energy careers and Weatherization. From youth embarking on a Weatherization career, to seasoned leaders, these stories are testaments to the value of the good work being done across America for the communities we serve, as well as the WAP professionals who have dedicated their careers to help their neighbors every day.

Last October, NCAP introduced the Voices of Weatherization Campaign as a video version of our Faces of Weatherization series. Voices consists of two-to-four-minute video shorts in which a Weatherization employee answers the same four prompts used in the Faces of Weatherization process. A key part of the video format is the opportunity for the participant to say what they think the program needs most. This is a vital platform for our frontline workers to speak directly to local partners, program decision-makers, national advocates, and potential funders.

WORK WITH US

The National Community Action Partnership Energy Partnerships Team is issuing a Request for Qualifications (RFQ) to identify experienced Subject Matter Experts (SMEs), consultants, and practitioners with expertise in the U.S. Department of Energy Weatherization Assistance Program (WAP) and related energy efficiency programs. 

This RFQ is intended to identify qualified experts to support NCAP Energy Partnerships initiatives and ensure open and fair competition. NCAP will establish a pool of qualified SMEs who may be contacted to support national, regional, and local activities that strengthen the Weatherization network and Community Action Agencies. Areas of expertise include: Weatherization program operations and management, energy auditing and field implementation, federal grant management and program compliance, procurement and fiscal oversight in federally funded programs, workforce development and training delivery, program monitoring and quality control, and Technical assistance supporting Community Action Agencies or Weatherization Service Providers.

TRAINING CONFERENCE

Emerging Topics in Energy Efficiency & Affordability: National Partners Report Out

NCAP welcomed low-income energy partners to discuss the forces shaping utility costs for disadvantaged communities across the country. Participants learned about the latest priority shifts at DOE, HHS, and other key federal agencies, and how they flow down to states and then to local providers. We discussed how nationwide trends in home electrification, solar energy, and utility regulation can play out in different states. Check out the presentation slides here

Whole Home, Whole Community: Advancing Weatherization’s Role in Disaster Resilience

Community Action is often on the front line when crisis strikes. Extreme weather events continue to become more probable – but less predictable – nationwide. Communities are working to determine what they need most, how to pay for it, and how to deliver it. In this workshop, CAPLAW and NCAP described how CSBG, LIHEAP and DOE WAP can be tailored to maximize their capacity to repair, rebuild, and reinforce homes in disadvantaged areas, and to therefore better coordinate with key local partners. WAP Management in the Moment: Optimizing WAP Systems and Operations to Deliver Results

The Weatherization operating environment of today requires the deployment of dynamic strategies and responsive solutions to achieve unit and production goals. Agencies that invest in WAP professionals who are well trained and highly supported will have what they need to meet evolving community need and address challenges that come their way.  This session connects WAP colleagues sharing their Best in WAP wisdom and watch outs.
