Advanced Weatherization Strategies for Lowering Household Energy Costs

This series will detail best practices for implementing optional flexibilities in state plans, and profile how the City of Baltimore is maximizing available resources. National partners will train on how to increase and unrestrict LIHEAP transfer funds, scale DOE Health and Safety funds, and authorize spending to develop and coordinate leveraging dollars.

WEATHERIZATION LEADERSHIP PROFESSIONAL DEVELOPMENT INSTITUTE

What is WAPPro?

The National Laboratory of the Rockies (NLR) has partnered with the Energy Partnerships team to create a learning curriculum to bridge the gap between theoretical understanding in weatherization work and organizational management and leadership skills.  Building upon the successful pilot year, Cohort 2.0 has been rebranded as the Weatherization Leadership Professional Development Institute (WAPPro). 

WAPPro is designed to deepen applied learning, strengthen peer-to-peer engagement, and align leadership development more directly with the operational realities of Weatherization Assistance Program agencies. The program emphasizes workforce development, project management, and continuous quality improvement as interconnected leadership competencies necessary to support effective program delivery, sustainability, and long-term impact across the WAP network. 

Program Structure

Cohort 3.0 will be organized into three core modules delivered across six convenings using a fully virtual format, informed by participant feedback and lessons learned from the first two cohorts. Evaluation findings and real-time input from members indicated that a virtual structure enables consistent participation while preserving meaningful interaction through facilitated discussion, experiential learning, and collaborative problem solving, ultimately strengthening peer exchange and applied learning across the WAP network. Meetings run from June-November 2026.
