The National Community Action Partnership has drafted a concept paper to work with public health partners to break the chain of COVID-19 transmission and prevent the need for future lockdowns through a coordinated case-finding and contact-tracing effort.

While many individuals who can work from home and have healthy support systems are able to quarantine successfully without too much disruption to their lives and families, for families with low incomes, additional quarantine orders will likely result in serious financial challenges. Because Community Action Agencies (CAAs) are well positioned to contract with state and local health departments, we have a unique opportunity to help ensure a rapid and successful launch of the contact tracing and resource coordination efforts necessary in order prevent further lockdowns.
